This institute offers its original draft for constitutional revision, in which it shortens the Preamble, strengthens local authority through dividing Japan into several "states (州)," and supports a popularly elected prime minister and Japanese military power which is capable of contributing to world peace. It also provides a classification of the legislative power of the Diet and the functions of states.
