It also states that 1. the development of the Internet is raising a question regarding privacy rights; 2. the use of genetic technology and bioethics should be discussed in constitutional revision; 3. a law regarding national referendum should be established prior to constitutional revision; 4. if the prime minister is to be publicly elected in the new constitution, the current no-confidence vote by the Diet will need to be reconsidered; 5. support for the system of empress succession.
